So Brian has a 15 second head start on Alex and runs faster than him. Therefore Brian will finish at least 15 seconds earlier than Alex, right? Thus if Charles finishes only 10 seconds after Brian, Charles must be ahead of Alex, giving you an order of Brian, Charles, Alex. B is not sufficient because you know that Brian won, but you don't know the relative position of Alex and Charles as Charles doesn't finish in that 15 second window. C and D are obviously useless as it is relative speed that is important.
