Neither. Remember you are not required to fill it, and (in my opinion) most people would probably be better off not - it just hides the good things you've written with irrelevant nonsense. There are very few people who are so accomplished that they need 47 lines to write about it, without including irrelevant or unecessary things.

I think most people should hit the lines limit first though - you really don't want to write a wall of text. I'd recommend leaving a line's gap between each paragraph, and keeping them fairly short. If memory serves, the statement appears quite small, and if an admissions tutor can't read something easily, it's not going to count in your favour.

4000 Characters.

I think my PS did the job well - I got offers from KCL and UCL without having good predicted grades. I figure that I must've done something right in my PS given that I was only cursorily interviewed for UCL and not at all for KCL.

It varied draft to draft, but the first draft it was the 4,000 characters that came first.
