I am filling my ucas application and I would be grateful if you could answer my question: do i need to write "Dear, Sir/Madam" at the beginning of my motivation letter an "Sincerely..." at the end?

Definitely not! It is a statement, not a letter. Read the TSR wiki for advice on PS writing.

No, because its not a letter.

Its a piece of text you've written to explain exactly why you want to do course X and why you're interested in it.... that does not equal a letter.
