MUN Charter

Each delegate has the duty to:
respect the decision of the Secretary General at all times
be courteous at all times.
Stick to the diplomatic stance of their appointed country, we cannot have China preaching capitalism for example.

Any nation who wishes to declare war on another member nation must obtain a resolution, any member who does so without aforementioned resolution may be suspended from the UN.

Please try to keep offensive language out of here, and avoid personal remarks.

Avoid making accusations unless you feel they are substantiated, and please support with quotes or links to single posts.

Please try to refer to other nations by their Nations name, and not their TSR Name.

Addendum 1

All members are reminded:

To bear in mind that the national stances expressed by delegates here may not be their own personal opinions.

Addendum 2: Discipline

Disciplinary Procedure for all MUN Complaints.

Step 1. If you have a problem with another MUN delegate, notify the Secretary General via PM.

Step 2. They will consider your complaint and if they think it is legitimate will PM those concerned to hear their side.

Step 3. If this does not resolve the issue, THEN you can consider posting a Poll of No Confidence in that particular delegate.

Step 4. If this is passed, the matter then passes to the Security Council who, together with the Secretary General, have the final say. If they feel that a delegate is being unfairly victimised and should not be removed even though the polls suggest this, they can overrule the poll result. PLEASE NOTE: The veto is deactivated for this particular duty of the SC.

Other Standard Disciplinary Procedures:

Infringement of the MUN Rules will result in a reprimand via PM from the Secretary General (if it is considered severe. Hanging people for little mistakes is not the name of the game - leniency is possible regarding slipping out of character and, to a lesser extent, swearing).

Three such severe infringements may lead to the delegate in question being removed from the MUN.

Addendum 3 - General

Elections of a Representative for a Major Country.

These will usually occur as a result of a resignation of a representative. The definition of a "major country" is a country which is a Permanent Member of the Security Council (United States, United Kingdom, China, Russia, France), or a country which is a major player on the world stage to the extent that any discussions may be hindered by a lack of presence of that country, for instance India.

1) The Secretary General will make a thread stating a position is open but close the thread, then ask anyone who is interested to PM me announcing their interest and their manifesto.

2) After 48 hours, The Secretary General will change the original thread so The Secretary General will list the potential candidates with their manifesto's, and open the thread for discussion. During that time no one is allowed to announce their support for any particular candidate, it will simply be a Q&A session. This thread could be open for 24/48 hours, depending on the activity of the thread.
3) The Secretary General then open a poll from there and people can then discuss the race openly, but not announce their support or their vote until the poll is closed.

Creating a Resolution

To create a motion you would like to see passed through the Model UN, the Secretary General does not need to be informed. You may write it in a thread, and either wait for it to be discussed for a few days, then post a poll in a separate thread or post a poll with the original thread from the start, it's totally down to you! The only limit is that discussions on these motions can last a maximum of 7 days, and if the poll is in a separate thread then 2-3 days for voting.

ALL VOTES FOR Resolutions MUST BE "PUBLIC".

If your motion is passed it will need to be carried to the Security Council. If you are representing a country in the Security Council (and therefore can post in the Security Council sub-forum) then you can also post the thread in the Security Council for it to be discussed. If you are not representing a country in the Security Council (and therefore can not post in the Sub-Forum) then please PM the original motion to the Secretary General, who will post it in the Security Council.

Normal voting measures apply in the Security Council, with the Permanent Five Members holding their right to veto any motion.

Security Council Procedure

Slight reform but will certainly be beneficial to the whole process. All discussion in the Security Council will have a "cap" on it of seven days. This is so discussion does not go on for weeks and weeks/months and months/years and years. Following the discussion there will be a vote. The time allowed for voting (which must be in a separate thread in the Security Council) will be three days.

Addendum 4 - Discipline 2 -

This is a new system for discipline of breaking the rules. Once you have broken the rules in the view of the Secretary General, it will be posted that you have been warned. if you break the rules again in this forum, you will be removed from either your position to a minor country if you are considered a "major" country, and if you persist will then be taken out the MUN altogether, or if you are a "minor" country you will be taken out of the MUN altogether full stop.

Addendum 6 - Debate etiquette

All debate must remain constructive, which constitutes as containing words, and if you wish smilies. However, a smily can not be used on its own and a point can not be demonstrated by using a smily. Examples:

Addendum 7 - Thread Symbols

When a thread is not considered part of the day-to-day debating in the MUN, the thread title should have one of the prefixes:

Historical Scenario
HIST (year)/(number) - Title of thread
e.g.
HIST 2006/01 - World War Two


Hypothetical Scenario
HYP (year)/(number) - Title of Thread
e.g.
HYP 2006/01 - Pigs fly

Administration - These can only be started by the Secretary General

Addendum 8 - The Election of the Secretary General

The election will last five days.


The election will be done by secret ballot.

Results will not be disclosed until the voting has finished.

If there is any suspicious votes, the IP will be checked and if fraud has been deemed to have taken place, that vote will be discounted and the member responsible will have his Model UN Membership ceased permanently. If it turns out that a candidate has been the one committing the fraud, then he will forfeit his candidacy and be permanently removed from the election.

Addendum 9- Detailing the Q+A period

After all the nominations for a vacant country have been recieved, a Question and Answer period of 48 hours (can be shortened to 24 hours, pending interest and activity) shall ensue. During this time, any MUN member may pose a question to any or all of the candidates. Several guidelines apply during this time period:

1. Members shall at least attempt to ask the candidates equally difficult questions.
2. No member shall announce their support for a candidate during this time period.
3. No member shall comment on the level of competition.

Addendum 10- Disputes between reps

Reps are asked to keep personal disputes out of MUN threads, no matter how relevent they are to the topics being discussed. Such issues should be discussed via PM.

Addendum 11- The Human Rights Council

-A new human rights council has been established- this council will be used to vote on resolutions concerning human rights issues instead of the SC.
-There will be 5 members, each serving a 2 month term.
-Members may serve up to 2 consectutive terms.
-No nation shall hold a veto
-Representatives should consider the issues placed before them through the eyes of the global community, instead of their nation.

Addendum 12 - Election Procedure

During an election for either a major country or for Secretary General there shall be no campaigning via Private message.
