Yes, schools can and should have anti-smoking policies, but that'a rather different to your original claim that it's in some way illegal or immoral.

I have my doubts that the cane change the behaviours of the youth for the better, it may happen the other way round. Moreover the claim of the return of the cane is a step backwards in outdated times. That were a slap in the face for human rights which were improved in the last 200 years. Castigation cannot be a solution, it must not be a solution in modern societies. The challenge of modern society is to find a solution without to fall back into old times.
