Does IB have an official predicted grades policy?

So, my school uses this weird formula to calculate our predicted grades but for the previous batch, they totally deflated it. I just wanted to know if there was an official policy for the calculation.

No, there is no official predicted grades policy. In fact, schools aren't even required to give predicted grades - or grades at all, for that matter - if they didn't want to.

So, if I want to apply early to a university, what marks do I submit if not the predicted grades?

Just go and ask the relevant teachers for a prediction (assuming that is allowed within your school). I have done this in the past for my students. There is no official IB policy. I tend to make my predictions based on "what would they get if they sat the exam tomorrow?" rather than "how do I predict they will improve as a student between now and the final exam?" Keeps things less subjective.
