When does enrollment end?

I wasn't supposed to apply to uni this year. However due to unforseen circumstances i had to do it late. So far I got an offer from a midranged Uni and a very low ranked one.

The low ranked Uni want me to fill an application form before I start. However I'm holding out for the midranged Uni. They've given an offer but want a GCSE certificate even though I have higher qualifications. I've lost my certificate so i've had to order a replacement from Edexcel. Even though i paid money they've done nothing so far. They promise they'll send it off within 2 weeks. That would be halfway through oct.

I've told the midranged Uni about the fact that i'm only missing one single subject result and that i have higher qualifications. The people on the phone tell me not to worry but nobody from the department has responded since last week.

I don't want to keep holding out for this Uni only to get nothing in the end. What do you guys think I should do?
