problem question on human rights for constitutional law HELP!!!!

This is the made-up case:

The spread of Weasel Flu around the world has led the UK Government to introduce new legislation to deal with the threat of a pandemic. Parliament passes the Pandemic Act 2009, which under section 6 requires the Minister for Health to quarantine any individual who is suspected of suffering from Weasel Flu.

Section 8 of the Pandemic Act empowers the Minister for Health to pass such regulations as he sees fit to tackle a pandemic. Once the Act is passed the Minister for Health introduces the Pandemic Awareness Regulations. Under the Regulations it is a criminal offence punishable by way of 6 months imprisonment for an individual to criticise publicly the actions of the Ministry for Health in its implementation of the powers under the Pandemic Act.

The Pandemic Awareness Regulations also require all individuals to submit to any information request made of them by the Minster of Health. Failure to comply carries with it a penalty of a £1,000 fine. When questioned in Parliament as to the purpose of this measure, the Minister for Health replied that such information requests would be made in order to establish whether any individuals were suffering from symptoms related to Weasel Flu.

Advise the following parties as to the public law implications of their actions and/or any public law remedies and/or processes that may be available to them:

Fernando, an Argentinean citizen who has received an information request from the Minister for Health. The information request requires Fernando to detail his entire medical history from birth to the present, as well as his movements around the UK over the last year and, in addition, a list of all the people he has met and had relations with since he arrived in the UK. Fernando believes that this is an unnecessary interference with his private life.
