Statutory declaration in Place of ADIF

I am a Northern Irish Student who has lived in England for the last year and a bit. I do not know a professional for 2 years with a UK passport. The professional I do know for that length of time have Irish passports.

I need to send my birth certificate to prove I am a UK citizen as student finance England process Northern Irish students with Irish passports as EU students.

I have never lived any where other than the UK. Born and raised.

I am getting no where with them regarding the ADIF form but I did find this thread last night. http://www.thestudentroom.co.uk/showthread.php?t=2695580

In it Mark Lee the Student Finance England advisor for the student rooms tells someone that they can submit a statutory declaration along with their birth certificate if they can not get a professional to sign the ADIF.

I contacted student finance now and was told that this is not true.

Does anyone here know if you can submit a statutory declaration and how it should be done.
