International Student or not? HELP

Hi, I am currently studying A levels in the England and have applied to UCAS hopeing for a September 2016 start. Last September I emigrated to the UK from South Africa and so on the date my course commences I will have been in the UK for two years and not three. I have just become aware that this means that I will not qualify for paying UK fees for the first year, however my question is will I be able to pay one year of international fees and then the following two years at the standard UK price?

To apply as a home student you must have 3 years residency in the UK prior to starting year 1 of the course.
