Please help me, not a difficult question just confused.
What is the substitution effect for a neutral good if the price of the good falls?

Substitution effect is always negative regardless of whether the good is normal / inferior / giffen. So quantity will fall when price rises first but due to being a normal good income effect pushes the quantity down further.
