Resolution Concerning Resolution 2007/23: Concerning North Korea's Nuclear Program

The General Assembly of The United Nations,

Deeply concerned that North Korea has missed the April 14th deadline to shut down its Yongbyon reactor,
Noting with deep concern that this event has been largely ignored by the global community,
Convinced that United States has held up its end of the bargain,
Fully believing that North Korea is stalling, and may eventually discard the agreement,

1. Condemns North Korea for blatently ignoring this deadline,

2. Implores the DPRK to begin the process of shutting down the Yongbyon reactor,

3. Requests that North Korea allow members of the IAEA to supervise and confirm that this is done,

4. Calls for an emergency diplomatic summit to be held in Helsinki to resolve this issue,

5. Urges representatives from North Korea, America, China, Japan, Russia and South Korea to attend, and welcomes representatives from any other nation.

Andorra fully supports this motion, and condemns North Koreas actions as reckless and despicable.

Liechtenstein notes that the fact that there has been little reason given for the failure to meet the deadline points to a disregard for UN regulations. Liechtenstein will be supporting at this time, pending firther information.

Fully believing that North Korea is stalling, and may eventually discard the agreement

China cannot agree to this statement. We feel that this is an unfounded and hasty assumption put forth not 10 days from the deadline. We have been happy with the DPRK's willingness to compromise in this issue at no small sacrifice to themself, and wish to encourage them forwards.

Urges representatives from North Korea, America, China, Japan, Russia and South Korea to attend, and welcomes representatives from any other nation.

China has absolutely no hesitation in cooperating with diplomatic discussion over the issue. We are happy to support this much of the resolution.

The United States wholeheartedly supports this resolution and urges all nations to do so.

The North Koreans have proven themselves to be an indifferent and dangerous nation, which needs the United Nations to monitor its nuclear progress for the good of the international community.

Qatar, although still wary of the North Koreans, feel that this resolution is harsh considering the positive language come from Pyongyang in recent weeks. It finds itself largely in agreement with China.

The US has repeatedly stated that the 25 million dollars the North Koreans demanded has been unfrozen, but the North Koreans claim to have been in the process of verifying this for over 10 days. In todays world, it simply doesn't take that long. At max, this process can take several days, but not 10.

China has absolutely no hesitation in cooperating with diplomatic discussion over the issue. We are happy to support this much of the resolution.

May we inquire what sort of further developments? Every day that passes with no action just further re-enforces the idea that the North Koreans are stalling. We need to send a message that this is not acceptable behavior.
Israel supports this resolution 100%. North Korea and Iran need to be sorted out big time, man! Crikey.

Germany thanks the delegate from Finland for drawing our attention to this. We support this resolution unreservedly and call upon the nations of the SC to strenuously oppose the wider proliferation of nuclear weaponry.

With all due respect, you are insisting that China take the US' word over North Korea's. We are happy to participate in further diplomatic discussion at the proposed summit, where we will consider the claims made by both sides.

Our national bank is still negotiating with the BDC in readiness of processing the funds that we are yet to see any sign of. From our side NK appear to be making every effort to comply, but we are nonetheless prepared to hear the US' views.

Sudan would like to take this opportunity to condemn the US and its double-sided policies pertaining to this important international issue. The United states has, it has been confirmed, unfrozen funds on the condition that North Korea shut down its Yongbyon reactor by a certain date. Though, on the other hand the U.S. Treasury Department has officially prohibited American banks from doing business with BDA effective from April 18. Sudan thinks it unworkable that the US gives North Korea a deadline and then domestically makes it even more difficult for the nation to carry it through. Sudan will therefore not be supporting this resolution as she is of the view that the deadline itself is unrealistic.

The Marshall Islands supports the resolution itself but does not support the harsh language and flat statements in which it is presented.

Why, that is highly surprising. Does that mean any country in the world could and should develop nuclear weapons, including us? That's good to know.
