What is the word for this?

I'm writing an English essay about Irish political history and was wondering if there is a word for this:
I want a word to describe when a country trys to take ownership of another but fails, for example when England invaded Ireland in the 12th century but even though they did invade, they did not take ownership of Ireland and 'Englandise" it as Ireland stuck to its culture
