Which universities offer income-based bursaries to EU students?

Hello all!I wanna study Physics at undergraduate level in the UK and I am currently searching for potential universities. Which universities offer income-based bursaries? I cannot afford studying in the UK without financial help.
I already know that Cambridge and Oxford offer bursaries for EU students, but I cannot find information for other universities (Imperial, for example, has ambiguous information, not specifying whether certain bursaries are awarded only to UK students or to EU students as well).Thank you!

My only expertise is with the student finance side of things, not the university side.

To get an income assed bursary from a university they require your application on student finance to be income assessed from my knowledge*

And EU applications are always non income assessed.

So I'm wondering how the heck Cambridge and oxford are offering income assessed bursarys to EU students ? Doesn't sound right*

Until last year other universities offered income-based financial aid too, but right now I can't find any besides Oxbridge
