Is this statement asking for a separate A level in Maths or is the Level 3 Maths unit with a minimum grade merit, something received in the the access course:
Pass Access to HE Diploma in a relevant subject (Engineering/Science) with a minimum 106 UCAS Tariff Points to include a Level 3 Maths unit with a minimum grade Merit.
No- it is saying they want you to complete the Access to HE course with at least 106 points and you must achieve at least a merit in a Maths unit.

As far as I know all the units are level 3 apart from the ungraded ones.
Your Access course is a level 3 qualification, so as long as you get a merit in maths then you're fine, providing you meet the other requirements too.

As @modifiedgenes and @MidgetFever have said, they are asking for at least 106 points with a minimum of a Merit grade in the Maths component.
