Student Finance Wales: Would my brother count as dependant?

Hi.

My parents have both filled out the student finance form, but they've been emailed back asking for clarification/evidence that my brother is dependant. He's 21 but still lives at home. He's an apprentice so doesn't pay for rent or anything like that.

So how do they give proof of that? Any help would be greatly appreciated.

Hi Emma,

I’m a parent who recently went through the student finance application process with my daughter. I’m pretty sure the other dependents in the household, i.e siblings of the claimant have to be under 16 or in non advanced education aged 16-19, so sixth form or similar.
I’m presuming anyone over the age of 19 isn’t classed as a dependent.

Hi. Thanks for getting back to me so quickly.

I've tried to find an email or something to get in contact with them to change it to independent but I can't find anything, only a phone number. Do my parents need to ring them to change it or can we do it online?
