Wales student finance query

So from reading the student finance wales website it looks like you can get tuition fee loan plus maintenance grant and maintenance loan (maintenance elements dependent on household income).
Does anyone know if you HAVE to apply for the maintenance loan element? My parents would contribute the equivalent of the maintenance loan (lucky me) so I wouldn’t need to borrow it. But it reads like you have to apply???
