immigration and crime?

I'm researching global crime - I was just wondering how governments prevent / respond to this type of crime (drug trafficking, arms trafficking etc.)? I read about the regulation of immigrants - is this on the false pretence that immigrants invite such crimes (drug trafficking etc.)? of course directly in infiltrates human trafficking to a degree - but thats all, right? thank you
