Depends on who you ask.
Whilst both Christians and Muslims agree that he was born of a virgin, afaik only Christians acknowledge him as God incarnate (implying he came from heaven).
Even some atheists acknowledge that Jesus was likely a historical figure, though they believe he is in no way connected with any God and a number of said atheists would suggest that he was just mentally insane (see this argument here: https://en.m.wikipedia.org/wiki/Criticism_of_Jesus). Presumably, they’d argue he was conceived just like the rest of us.
