Nothing really,... it's just a subtle acknowledgement (it's a bit like saying "hi", but a bit less than that (if that makes any sense lol)).
It's just a polite gesture you do to a familiar face you recognise... but you don't have a problem with them (that would more likely be the "what you looking at?" sneer).
Places like London have a reputation for being unfriendly, but it's not uncommon for people to do that to 'one of the faces'. In fact, there are some people I've been doing that to for years, and I don't think I've ever actually spoken to them lol
