Student Finance on dependent visa

I'm 19, i wasn't able to go to university last year as i hadn't lived in the UK for 3 years, i'm applying for university again this year and i need the student loan. My father is the principal and he'll be be getting his ILR in November, however University starts in September. I might be able to apply for January intake but i need to sort out my student loan first, what do i do? I'm on a dependent Tier 2 Visa, Am i eligible? How do i apply for student finance ? Any form of information will be greatly appreciated.
