Random thought as my mind goes to weird places sometimes. Do you think cats judge dogs when they're being walked if the cat is out and about on a walk by itself?

My cat makes this wierd grin when ever he sees a dog especially on a lead walking. Also no you aren't the only one thinking about these wierd questions.
