if I fail HNC, will SAAS pay for repeat year

Hi guys! I’m finishing HNC right now, but not sure that I can get enough mark to go to uni.
Do you know if SAAS will fund my HNC repeat year?
P.S. I am a refugee if it makes any sense in this case
