To give some context Im not making a website for a business or selling ets, im just making a website where people can read my blogs. Do you like have to pay the government for making your own website.

You'll have to pay hosting fees, that's it.
Well, you could learn html or use a service such as Wordpress.
Or how about a website that allows me to post on their website instead is there still a cost
