My final percentage is 69.7%, would that be classed as first or 2:1?

Formally that is a 2.1 as it is below 70%, however your university might round up near misses, you need to read your local rules to get a definite answer.

That would most likely be rounded up, but as said above you need to check your degree regulations.

If it’s rounded up then a 1st although without rounding a 2:1 just shy of a 1st
