Unconditional offers are more often than not given to those who have successfully applied with achieved grades which meet or exceed the entry requirements.
As for how you guarantee yourself an unconditional offer without achieved grades, I wouldn’t know. My guess would be that you generally want to apply to a university with substantially lower entry requirements than your predicted grades, but I wouldn’t simply pick unis to apply to in the hopes of landing an unconditional offer. There are generally more important things to consider than whether you’ll get into the uni easily, including whether the location is somewhere you’d like and whether the course offered is up to a sufficiently high standard.
