University Retracting Verbal offer

I didn’t meet the requirements to my offer for my course and i was alternatively offered the foundation year. Clearing said they couldn’t help as my grades didn’t meet the clearing requirement . However on results day i received a Phone call to say they can offer me the 3 year course I originally applied for and it would automatically change. However, after 5 days of phone calls an emails that i was getting no where with. Northumbria University have said that my verbal offer was a mistake. After 5 days i don’t have any other option really. Are they allowed to do this?
