Are you suggesting that regulators issuing alerts too early is not an every day occurance? It happens all the time round my way.
It was only the other day, I think, that the Office for Nuclear Regulation were banging on about some contamination outside an empty irradiated fuel transport flask being delivered to Hinkley Point B from Sellafield.
