Yes.

I use the dark web a few times a month.
Mostly to chat with friends and honour abuse survivors living overseas.
Within nations that are run by infamous theocratic regimes or nosy totalitarian brutes that invest a fortune in monitoring their citizens phone, postal and online communications with the outside world.
