Whilst it seems like a good idea what would be the cost of repaying all the shareholders? Where would that money come from....higher taxes maybe!

I believe you have fundamentally misunderstood.
This isn't an attempt to nationalise the utility companies.

Yes I got the wrong end of the stick. So it would pretty much be a not-for-profit organisation. Like the lottery should have been.

Think more along the lines of profit for purpose.
Profits made after overheads have been paid will go towards long-term support of local initiatives.
