Is this allowed

I went to driving lessons with an instructor over a year ago. As I couldn't get a driving test in time he said he is on a group chat where examiners are selling the test date, and sold it for £200. Also he charged me £145 to use the car on the day saying its examiners insurance, which apparently i found out isn't a thing

Is he allowed to do this.
Also, near the test date he asked me to book extra lessons with him, my mum said we cant afford it so she asked him to cancel the lessons. Then, in the next lessons he was shouting at me more then usual, accusing me of not trying when i was trying my bets and also when i said could you teach me instead of shouting at me he stated shouting at me more saying not to accuse him of something he didn't do. I feel like he purposely made me feel like i cant drive so i book more lessons with him.

He has also gotten away with it. Can I report him to the DVSA.
