Even if English isn't my native language i am able to speak it fluently. can i just say yes to that part in the UCAS applications or i have to say no despite being almost as fluent as a native speaker?

what is the exact wording of the question?

The questions is "is English your first language?" or something among those lines, correct? If so, then no, you can't say yes to that question because English isn't your first/native language.
Just to note that that question doesn't determine whether unis ask for an English language test.
