There are 2 problems with your query:

1.

To apply for university, you generally require qualifications above that of iGCSE/O-Level e.g. IB, A Levels, SAT, ACT

2.

Engineering is not a small discipline; there is a myriad of various sub-disciplines and degrees in engineering. Each degree would have its own requirements.

If you look at Sydney Uni's engineering school, I can see 11 engineering related degree, where 1 is in advanced computing:

If you pick a random degree and look at the entry requirements, you would see that they work on a point system:

If you picked A Levels, you would need 14 points across 3 or 4 subjects with at least one subject in an applied subject e.g. you need BBBB at A Level or AAB or something along those lines with say Maths, Physics, or Chemistry (depending how they define applied subject - something you would need to check with the engineering school yourself).

Personal recommendation for applying to Sydney with International A Levels: have Maths, Physics + 2 subjects of your choice where you can get high grades in prior to applying. You would need As and A*s (with Bs as bare minimum).

It's not likely that they would accept iGCSE in English Language as a means of testing your proficiency in English. It's worth asking to double check though. If not, you would need to do one of the following tests on the following page:

I personally recommend Cambridge's qualification, because Cambridge English doesn't expire whereas the others do.
