I'd just like to start with saying that I haven't yet covered Soviet Russia but I am versed in the idea of collectivization farming and its impact.

my guess is with it being owned by the state, many farmers may feel a loss of independence and resentment and put less effort into taking care of the crops. Another thing may be the state doesn't provide enough compensation/reward for the crops from the farming limiting what farmers can do/ are willing to do.
