Applying for student loans

Hello, I've been told to apply for student finance as soon as possible but i haven't heard back from all my universities yet so i can't make a decision just yet, can you apply if you don't know where you're going yet? and also i am not going to uni unto september 2017 so is it too soon to even start applying? if anyone can help that would be amazing, don't want to miss out on anything! thanks.
