Because not many German Jews were immigrating.

Why would German Jews immigrate if their domestic condition was stable?

Hitler thought the Havaara Agreement would lead to an exodus of Jews, but hardly any Jews wanted to immigrate to Palestine. Most wanted to go to America (so much so that the Americans started to limit Jewish immigration and turn back ships) or other neighbouring countries.

The Dominican Republic (I think it was), would have readily accepted 100,000 refugees (See: Evian Conference 1938) but only 800 people actually emigrated, and most went onto America. You have a country, willing to take in 100,000 people, and not even 1% of that quota is filled!

What's fascinating is many of the things Hitler proposed that we give responsibility to his government for were not actually his, Lebensraum was official policy in WW1, the proposal to relocate the Jews was put forward by ethnographers in the nineteenth century. Nazism is truly a German problem. The stab in the back legend was created by German generals, corporatism was an Italian-German solution to Anglo liberalism and socialism. Almost everything in Nazi ideology is directly from the German empire and its conservative thought and traditions.

It's also laughable how anti-semites bring up the Haavara Agreement as if it signifies anything about the modern state of Israel
