Recycling bins make waste paper bins redundant??

Good day all, I have been puzzling over this for a long time now, and it seems to have got me really confused about the general disposal of paper based objects. Now, in your typical office, you may have, for disposal purposes, a regular bin, a waste paper bin, and a recycling bin, of course. But my question is this; what is the point in having a waste paper bin AND a recycling bin? Surely the creation of a recycling bin would mean that having a waste paper bin as well is pointless? Someone please help me solve this problem!

depends what else you're allowed to put in the recycling bin

ours were just for cans and plastic bottles, so waste paper bins were needed.
and if you bear in mind that everything that goes into recycling bins then has to be sorted out at the other end, it makes it easier to have paper bins separate.

and! alot of the paper you do recycle gets burnt anyway, as the incinerators need the right mix of different sorts of waste to work properly, and as everyone recycles paper nowadays theres a lack of it going into the incinerators, so more has to be added. ok... that was kinda a pointless point
