So with all these cuts coming, is it better to stay in london or move out?

Go wherever you want to.
Higher costs = higher loans and such, so wont really effect the present that much, just how much you pay back in the future.

For university? Well the maintenance grant is going up so if you're entitled to a grant that's good...you get a bigger loan if you study in London anyway, so it will be more expensive but your loan+grant should be able to cover it.

The cuts won't make a difference to you on a deciding where to go basis, except for fees (if they vary from university to university), but that's not a London vs non London thing.
If you have no ties in london and rent it might be a good idea to move away because interest rates are going to go up so this will have a knock on effect with mortgages so rent will probably increase. However london will always be a very affluent area with many jobs which can't be said for other places in the UK atm.
