What happens to foreign students applying when they leave school/ sixth form but haven't got the same quals as someone from England that's just left??

For examples the first bit of American unis is general and they take a few subjects, which are equivilent to a-levels. Does his mean an American would have to complete uni in America before applying to an undergrad course in the UK? or do they only have to do part of uni in America until they've got the equivilent of a-levels??

As far as American students are concerned, most universities will except AP exams instead of A-Levels, and there are a number of foundation courses available aimed soley at international students who dont have the English or whose high school qualifications arent excepted by universities over here.
