I was asked to send my highschool transcript and my teacher sent it for me. She was then asked for my UCAS number. What exactly are they asking for? I do not see anything titled "UCAS numbe

When you log in to UCAS Apply, it's the 10 digit number you see called your personal ID. It should be something like 109-123-4567.

She might mean your "personal ID" when you log into the UCAS website?

I see. What if the university site only allows like 9 digits and whatnot?

They should all need 10 digits. Remember to take out the dashes and if they still want 9 ask your teacher.
