Oh it's definitely a problem, and the "well you could have applied to be a scribbly instead" angle is a bit gauche, but I think flying pay amongst other things helps close the gap. With a fairly typical career profile, I remember when ex-IOT engineer colleagues etc started getting promoted, I was still comfortably out-earning them thanks to being on middle rate (and with a PAS offer it's even better).

"Productive" may not be fair for everything, but it's the point where they're tied into a sensible return of service, actually moving towards being competent in their job, and likely to stay on.
