Certified copy question

Hi, I am an EU student, starting this September. I'm in the process of applying for student finance. I understand that I need to provide a certified copy of my national identity card or passport. However, I am unsure exactly what counts as a certified copy. A community member of "good standing" is a little vague.

I know I could go to an official notary, but it's out of my way, would require me to take take time out of work and it costs money, so I'm hoping there is a simpler option.

My first thought was my boss - I'm not sure of his exact educational background, but he is a business owner of more than fifteen years, and as such I'd think that he was trustworthy enough?

My second thought was my local librarian as the checklist mentions a civil servant as a possibility.

Would either of these options be acceptable? Sorry if this is a stupid question, but I'd rather ask too many questions than too few. Any help would be appreciated.
Librarian possibly, boss no.
Better still - your doctor.

I need something clearer than "possibly" but thank you for your answer!
Then follow the advice on the SFE website
To be certain it will have to be your doctor or a solicitor.
