Google's University Ranking

https://www.google.com/search?q=top+university&ie=utf-8&oe=utf-8&aq=t&gws_rd=ssl

Apparently if you google 'top university', they show you a list of universities that are frequently mentioned on the web. And they are:

1. University of California, Berkeley
2. Imperial College London
3. University of California, Los Angeles
4. King's College London
5. National University of Singapore
6. MIT
7. University College London
8. University of Oxford
9. ETH Zurich
10. California Institute of Technology
11. University of California, San Diego
12. LSE
13. Queen Mary University of London
14. University of Illinois-Champaign
15. McGill University
16. University of Edinburgh
17. Hong Kong University of Science and Technology
18. University of Leeds
19. University of Hong Kong
20. Liverpool John Moores University

To me, it looks like an unordered list. It just says "universities frequently mentioned", not "most frequently mentioned universities"? Maybe I'm being too pedantic...
Also I don't understand this. If it's for the UK, how are UCB or UCLA mentioned more than Oxford or Cambridge? It doesn't make sense.
