for EU students what loans/bursaries/help for living costs are possible to be achieved, in what conditions? For example for one student, aged 20, orphan by one parent, with low incomes holder, what possibilities are?

Hi there.
EU students can apply for tuition fees only from us which are not based on income. You may be eligible for a bursary but that would come from the college/university you attend and would need to discuss that with them.
If you have lived in the UK for the 3 years prior to the start of your course then you can apply as a UK citizen and receive the same level of loans and grants as a UK student could.
