Well without knowing exactly what they said its hard to know, perhaps you are not reporting it accurately. Maube they need to check you are from the UK so they cna charge you the UK fee? Just ring and check its not worth bothering about till or its an issue.

Pretty sure they just make standard offers. That was in my offer as well.
