Reliability problem

I'm currently doing Edexcel and it seems that the concept of reliability is so confusing in their past papers.

In AS, from their mark scheme, overlapping error bars means no significant difference between the two means.

But in A2, overlapping error bars means low reliability of the data.

What does overlapping of range bar do with realiability? I really don't understand
