Don't be afraid to see a doctor! You may just have an imbalance of chemicals in the brain which means you're not producing enough growth hormones. If the doctors prescribed you anything, they would make sure it was safe. Therefore you have no reason to worry!

But by not getting this checked out you risk never properly developing as you should.
I was a late bloomer, I only got my period at 15. People can develop at different ages. If it really concerns you maybe visit your doctors, you should definitely be showing slight signs of puberty by that age.

I've you've not dropped a nad at sixteen you need a, um, hand. AFAIK some testosterone to pootstrap your own production should be all you need.
Or you could take up singing - you'd be able to sing castrato parts, and there aren't any castrati left any more, after the practice was banned.
