Divide by volume to get concentration.

No. Thats the product of the volumes.

Mol (Ca(OH)2) = 19.8/1000*0.012
Mol (HNO3) = 2* Mol(Ca(OH)2)
Concentration (HNO3) = Mol (HNO3) / 0.025

Not a problem. Just be careful with that sort of question, exam board quite like them.
