Are you doing AS or A2? And which modules? The structure varies with the module you're doing.

For Part (a),
- Offer a clear and accurate definition of the term/phrase identified in context
- Make explicit reference to the extract
- Make explicit reference to your own knowledge and use this to enhance/question the extract
- Pick up the debate that is bound to surround the term/phrase defined

For Part (b),
- Focus the answer on the question i.e. note keywords of question
- Use a balanced approach
- Use political terms/concepts where appropriate
- Use examples to support the points made
- Write a conclusion i.e. weigh up all the arguments and reach a judgement on the question
