If you are talking about studying in the UK, then they have to get accepted by a uni, who offer a place, are satisfied they meet entrance requirements and happy they have the money to pay for said course. the uni then gives them a cas letter and the person applies to the British embassy for a tier 4 student visa. They will be required to provide evidence as well as show they have sufficient funds to support themselves.
